Perhaps he knows he's not a good sailor and wants to be sure the Coast Guard can spot him in the water? But the color of the life raft and his radio beacon should take care of that...
I dunno. I really just dunno...

The shoes were only the final touches. It doesn't come across that well in the photo but he's wearing a screaming neon chartreuse shirt in something like Gore-Tex over those mustard-yellow sofa-plaid shorts which look like they're made from an actual sofa. |

It could be both, but I definitely detect a self-righteous "I'm striking a blow for FREEDOM...somehow" vibe. Bear in mind that that segment (far too large, sad to say) of the American right's idea of freedom revolves around not giving a shit about what happens to anyone else.
